The minority view, strongly favouring proletarian demogracy, was redected in the preliminary draft of the federal constitution. Jt has, however, been incorporated in the preliminary draft of the Constitution of the Socialist Republic of Bosnia and Herzegovina, one of the six consiituents of the Yugoslav Federation. In this draft constitution, the commune has the right, together with the workers council to decide in tho coniitions and qualifications required before an application for the job of manager can_be taken into consider— ation, The manager is appointed however, by the workers' council itselt, without anyoutside interference.
