Anthony Greenwood sounded remarkably like Baldwin when he told the House of :ommons that local government expenditure must come down "because the country cant afford the present level. The major factor in the big rise in local government expenditure is, as Anthony Greenwood knows very well, the increase in interest charges. This arises entirely from Government policy, so it is in effect blaming the local authorities for a situation which it has brought about itself. This coming year promises to see lots of Labour-controlled councils lost to the Conservatives. They will be caught in the vice of rising rates on the one side and declining social services on the other, The local council Labour groups are thus being made to pay for their refusal to oppose Government policy. They should start a campaign now before it is too late,
