In a leaflet explaining the purpose of the confcronce the organiscrs, the Manchester Socialist Confcre neo, say: "Employers make such large invcstme-= nts that thcy have to plan them wcll in advanco, They want to know what their costs are going to bo, so wo find they are proparod to acccpt a cortain amount of planning by the state, In particular they need to know what their wage costs will bc, That is why there has been a lot of t2lk now about an ‘incomes policy.' As the employers own most of industry, the Government has to scck their co-eperation and offer them inducements, Tho aim is that this should take the form of 4 controlled growth of wages, Thoy call it an incomes policy."
