Whilst the following plan needs enlarging in detail we believe that a scheme for the National Docks, if we are to attain an efficient Port system throughout the United Kingdon, must be on the following hentai

2) the distribution of work among the labour force,

b) the ‘ellocation of shipning between the available

labour force and

c) the develosnent and improvement of port facilities. 2. Ve propose that britain's Port Industry be vested in and operated by a single National Authority or National Port Autherity, hereinafter referred to as the N.r.A. >

3o The N.P.4, will give 50% representation to the public interest, end 50% to sort womrers, through a system of elected lay representatives. the elections will be cerried out by the Trede Unions, 4, There will be three levels of committee, all of whica shall give ecual representeavian to sorts workers end te the puclic IntSreste

a) Port Comnittees.

b) Area Committees (ise. United Kingdo: divided into 7 ereas )
