Writing in Voice of Malta, the official publication of the Malta Labour Party, Lino Spiteri said of the Labour Government's White Paper on Commonwealth immigrations:"When the British Government reduced the number of Commonwealth citizens allowed to migrate to Britain to 8,500, Malta was given the apparently generous quota of 1,000. But for their generosity, the British Government expected an equally generous yield. The 1,000 chosen will be mostly skilled workers, proficient in the English language and the British way of life. Britain will thus get much-needed skilled man-power with the minimum of problems, Malta, whose skilled man=power by this arrangement will continue to dwindle, is expected to say' thank-you! for all this egoistic magnanimity."
