(1) Workers! Councils will be established on a local or sector basis, from lay representatives of dock workers engaged in the industry, and elected through their trade unions, (2) All workers repesmtatives on boards or committees must be members of the workers' council, and must have been elected by same. (3) Workers! representatives will be elected for a term of three years, but can stand for re-election at the end of each term. (4) All workers representatives will lose their position should they leave the industry.
