The United States is having trouble with another country over the question of building an alternative to the Panama Canal. On Oetober 6th the Nicaraguan Congress voted to repudiate the 1916 Bryan Chamorro treaty. This tresty, which was passed whilet 0.5. Marines were occupying the couniy, gives the U.S. perpetual rights to build a canal through Nicaraguan territoyy. This step cannot be considered a 'Commmist' or 'Castroite! pilot because the Congress is controlled by the U.S-backed dictatorship of Somoza. The step is probably an episode in Somoza's attempt to #et more loot from the U.8.g but even so reflects the very high level feeling among the masses of Latin América against U.8. domination,
