Bishop, a former NUS organiser, has sworn an affidavit in which he asserts that in 1960, when ships docked at Tilbury, he filled in unclaimed ballot papers in support of the late Jim Scott and Mr. Hogarth, He says he filled 3,000 votes for Mr. Hogarth when the latter was elected with a majority of 21,000 over the Seamans' Reform Movement candidate Jim Slater. Neither Mr. Scott nor Mr, Hogarth knew of the ballot-rigging it was further stated.
