The Government of British Guiana are complaining bitterly that the British Tory Government has changed the Constitution of British Guiana r without the consent of the country's Government, says a report in the curfent issue of Railway Review. Not only is there a change but it is a bad change. A new form of registration of voters puts obstacles in the way of potential voters because of the distance from registration stations, * the fact that the registration period is the same as the rice-planting period, and also the month of the floods, Idsntification by photographs has been rejected. Instead, fingerprints and a recording of age, height and colour of eyes of the voter will be taken, and the taking of fingerprints is associated with criminals. Anyway the interpretation of fingerprints is a matter for experts and not registration clerks,
