Tho following editorial appeared in tho Algorian woekly Rovolut— ion Africaine, Decembor 21. It was signed by Mohamed Harbi, the oditor, who is also a leading mombor of tho proparatory commission charged with organising tho forthcoming FLN congress. Ed. Note.

"Algeria has docided on socialism. Nevertheless national indepondence has not been completely won; the economic, social and political bases of socialism have not yot beon assured and consolidated. It is tho duty of gomine revolutionists to locate in an oxact way the forces whoso action tends to aggravate the antagonisms and internal contradictions of our country. The struggle conducted by Revolution .ifricaine and other Algorian journals against changing tho political line defined by tho goneral socretary of the party helps to bring into view the dangers faced by our Revolution.

"Since..indopendence, a now social layor with a bourgoois mental~ ity has formed within the state apparatus...It is this layor...that presses for the fusion of the state apparatus and the party in order to lift itself above the popular masses. It is this layer...which in every essential problom places tho activists and partisans of socialism before the dilomma : “Shut up or be accused of antigovornment action." Becauso of its position in the machinery of the state and the econony, tho bureaucracy can prove to be more dangerous for our ovolution toward socialism than any other social force in the country. It is through this layer at the prosent time that imperialism as well as the bourgeoisie transmits its influence.

",eeoin the struggle against theso negative tondencies, tho national pross in general way, and the party press in a particular way have onormous responsibilitios...The difficulties of the period of transition from the colonial capitalist system to socialism roquire a permanent struggle to roinforce tho ties with the masses, a combat that is inseparablo from the struggle against all tho errors and all the deviations which tend to sow doubt and discouragement in their minds.
