This month the Common Market will ratify the second stage of the programme designed to remove all existing barriers to the free movement of labour within the Community by 1970. This decision will help those ' sectors affected by labour shortages in periods of upswing, Ironically the sector in trouble at the moment is the Coal and Steel Comminity - 1% of their labour is now from countries outside the Commnity. This stems from the 'coal crisis! which led betwoon 1952 and 1963 to over 40% -of the Community's pits closing, The word spread that coal was a dying industry, recruituamt and apprenticeships dried up.
