In the United States "the jobless rate is now 19 for young people and for the whole working class it is now 5.8.% The situation is now even worse among young people of racial minorities. Unemployment among teenagers has become such a sore spot that even Attorney General Kennedy has expressed concorn (the President's brother), Ue linked the rise in unemployment and in school dropouts to the rise in juvenile crime, Over one million youths were arrested .in - 1960, Kennedy quoted thoso figures to a IIouse committee meeting +: 4.9. per cont of the working class is unemployed in Los Angeles and 23 per cent of the working youth are idle, In New York City, 18 per cent of workers under 21 are out of work,"
